State Secretary Zobarič on the future of digital networks and the importance of satellite communications

SLOVENIA, October 13 - Transition to fibre networks must take account of specific circumstances in the Member States

The first meeting session focused on the proposed Digital Networks Act, particularly the timeline for the transition from copper to fibre networks and the regulatory framework to safeguard efficient competition in the telecommunications market.

Emphasising that Slovenia supports the proposed European framework for the transition to fibre networks in principle, State Secretary Zobarič noted on the complexity of its implementation. The transition involves a number of interlinked regulatory, technical, investment and operational activities, making it essential to regularly monitor the progress and allow sufficient flexibility for implementation.

In this context, he emphasised the importance of taking into account the respective national specifics, particularly in remote, sparsely populated and geographically challenging areas, where the costs of building fibre-optic networks can be disproportionately high. "Member States are facing different geographical, demographic and market conditions, so it is crucial that the European framework allows sufficient flexibility to take these specific circumstances into account," Zobarič added.

At the discussion on wholesale access, State Secretary highlighted the importance of maintaining an efficient regulatory framework that ensures market competition. Slovenia supports a harmonised European approach, but believes that national regulatory authorities must retain sufficient powers and flexibility to allow for the specific characteristics of individual markets.

Satellite communications for enhanced EU's resilience and strategic autonomy

The second session focused on the strategic importance of satellite communications in Europe. Participants discussed the possibilities for the development of direct connectivity between satellites and user devices, and the strengthening of EU's capacities in the field of satellite technologies.

State Secretary Zobarič noted that satellite communications can make a significant contribution to improved connectivity in areas with limited mobile network coverage. Their role is especially important in ensuring communications during emergencies, natural disasters and in case of disruptions or damage to the existing networks. Slovenia supports the development of satellite services and the coordinated implementation of the European regulatory framework for mobile satellite services in the 2 GHz frequency band, while emphasising the need for efficient use of the radio spectrum alongside the satellite and terrestrial communications networks.

State Secretary Zobarič highlighted the value of strengthening Europe’s strategic autonomy in the field of satellite communications. "Europe must strengthen its capacities in the field of satellite communications, reduce strategic dependencies and develop its own solutions. In doing so, we will increase Europe's security, resilience and strategic autonomy, while maintaining an open and competitive market," the State Secretary said.

Conclusions of the September meeting of Directors-General for Telecommunications in Dublin were presented during the heads of delegations' working lunch;  the September meeting had addressed the management of the radio spectrum and the resilience of European communications networks.

The informal meeting offered an opportunity to exchange views on the future development of the European telecommunications sector and the importance of coordinated European solutions that will promote investment, competitiveness, security and reliable digital connectivity.
